6. Can covered entities exchange information with each other for treatment, payment and health care operations without requiring the patient to sign an authorization?

Yes. The final HIPAA Privacy Regulations clarify that covered entities can disclose protected health information for the treatment and payment activities of another covered entity or a health care provider, and for certain health care operations of another entity, without patient authorization.
