Institutional Biosafety Committee (IBC) - Norman Campus

The OU Institutional Biosafety Committee (IBC) has the charge of reviewing and approving the biological safety of all OU Norman campus-related research activities involving recombinant or synthetic nucleic acid molecules, gene transfer, microorganisms, viruses, and biological toxins.

Procedures:

1. The PI must contact the Insitutional Biosafety Committee Chair, Dr. Bruce Roe (325-4912), to discuss the planned activities, prior to the final grant submission, so that it can be determined if any recombinant or synthetic nucleic acid molecules or any potential biological hazardous work is being proposed.
2. After a preliminary determination that recombinant or synthetic nucleic acid molecule activities or potentially biological hazardous work are being planned, the PI should submit the following to Dr. Roe for IBC review to verify that the proposed work is in compliance with all Federal, State and Local Guidelines and falls within the category "exempt from the guidelines".
   
   • a completed OU-Norman Campus Institutional Biosafety Committee Protocol Form,
   • an abstract of the work proposed,
   • a draft of the relevant sections of proposal (if previously not submitted), and
   • a detailed description or list of the training and safety procedures to be implemented,
3. If it is determined that the proposed work meets these guidelines, a letter confirming this will be forwarded to the Office of Research Administration.
4. Should the work proposed fall in any existing NIH Recombinant or Synthetic Nucleic Acid category other than "exempt from the guidelines", a special meeting of the Institutional Biosafety Committee will be held with the PI to discuss the proposed research, determine if it complies with all Federal, State and Local Guidelines, and formally notify the PI and the Office of Research Administration of the results of this meeting.

OU has an excellent on-line safety training program that is REQUIRED for those using biologicals (including blood, cells and tissue) as well as chemicals either on the job now or in the foreseeable future and those who should be trained in the event of an emergency.  Several portions of this training are REQUIRED on an annual basis.
