ADD A NEW PROGRAM PRE-PROPOSAL

Add a new degree, certificate, major/option, or delivery location (e.g., within Oklahoma; not on the OKC OU Health Campus), the first step is to complete and submit the New Program Pre-Proposal form to the Office of the Vice Provost for Academic Affairs.

The New Program Pre-Proposal form alerts the Vice Provost and Health Campus Academic Affairs that a new academic program proposal is being developed. This form does not replace the requirement to complete a New Program Proposal and submit it (as described in the linked forms below) for review and approval by the appropriate College Curriculum Committee, Dean/Dean's Designee, Health Campus Graduate Council (for MS and PhD programs), and for review and approval by the Health Campus Academic Programs Council.

Open Pre-Proposal Form

Complete, up-to-date, and accurate New Program Proposals are forwarded by the Academic Programs Council to Health Campus Academic Affairs for development of the OU Board of Regents draft agenda item. Draft agenda items require signature by the dean of the host college and the Vice Provost for Academic Affairs. Faculty/designees are not authorized to sign draft agenda items in lieu of the dean. Please follow the instructions on the pre-proposal form and the new program proposal form to avoid review and approval delays.

Request a copy of the New Program Proposal Form from Health Campus Academic Affairs. Please note that the Oklahoma State Regents for Higher Education have retired all previous versions of academic program forms. Please do not submit outdated forms for academic program changes. Use the OU Health Campus forms that are linked on this page. Undergraduate Degrees


Undergraduate degrees must be 120 hours. Exceptions for additional hours are made only if additional courses are needed for licensure or program accreditation.

New Major or Options


Majors or options are subset of expertise within a larger discipline or degree. State Regents' policy requires that majors within a degree share a common set (at least 50%) of related course requirements, excluding General Education requirements for undergraduate degrees.

Specialization & Accelerated or Dual Degrees


Accelerated or dual degree program may offer students the option of earning combined bachelor’s, graduate, and professional degrees in an accelerated manner. A specialization is a focused area of study attached to a specific major and in addition to course requirements for the major

Certificates (Embedded or Stand-Alone)


Certificates of 15 or fewer credit hours may be stand-alone or embedded. Preferably a stackable credential toward larger credential or lead to licensure. Embedded Certificates curriculum should be subset of main program that form a specialty within a larger graduate or professional degree.

Modification(s) to Existing Programs

Degree Programs & Certificates

Modifications to existing degrees and certificates can be submitted by completing the appropriate request form listed below.

Form Description
Delete Program Remove a degree or certificate from the program inventory. Once a program is deleted, it cannot be reinstated
Program Suspension Make a degree or certificate inactive for recruiting and admissions
Program Reinstatement Reactivate a previously suspended degree or certificate
Program Name Change or Degree Designation Change Change the name of a degree or certificate (e.g., M.S. in History of Science to M.S. in History of Science, Technology, and Medicine) or change the degree designation (e.g., Master of Arts to Master of Science).
Program Requirement Change (i.e., Substantive and Non-Substantive) Change of course requirements substance (core courses, elective, general education, credit hours, etc.) including changes to options, change of degree requirements (prerequisites, admission or graduation criteria, etc.) and change of total credit hours.
Option Addition Add an option from the degree program inventory
Option Deletion Remove an option from the degree program inventory
Electronic Delivery of Existing Program Offer an existing face-to-face program in an online delivery format
New Micro-Credentials Proposal to add a new micro-credential program
Embedded Certificate Proposal to add an embedded certificate to an existing program
New Certificate with 15 or Fewer Credit Hours Proposal to add a new certificate of 15 or fewer credit hours

Specialization & Accelerated or Dual Degrees

Accelerated dual degree programs may offer students the option of earning combined bachelor's, graduate, and professional degrees in an accelerated manner. No more than 15% of the required coursework may be used to satisfy the requirements of both degrees.

Dual degrees are the study of two complementary fields, enabling a student to pursue two existing degree programs simultaneously. Up to 20% of the total credits required for both degrees may be double-counted. The student must graduate with both degrees in the same semester.

A specialization is a focused area of study attached to a specific major, and is in addition to the course requirements for the major. Specialization within a degree program requires a minimum of 9 credit hours designated within a Regents-approved curriculum.

CREDIT AND CLOCK HOUR STANDARDS

The Oklahoma State Regents for Higher Education mandate that all classes are expected to meet for sixteen weeks, and no institution, academic department, or individual faculty member is authorized to reduce the number of academic weeks in the standard semester without specific approval of the State Regents.  Those institutions that reserve the final week of the semester as a testing period shall ensure that all classes meet during the testing period.

The semester-credit-hour is the standard and traditional unit of credit used by the University of Oklahoma Health Campus in evaluating a student’s educational attainment and progress for all programs except the Doctor of Medicine Program, which awards credit on similar clock hour standards.  Following are the University of Oklahoma Health Campus Credit Hour and Clock Hour definitions: 

  1.  One semester-hour of credit is awarded for completion of a course meeting for 800 instructional minutes (for example, 50 minutes per week for sixteen weeks), exclusive of enrollment, orientation, and schedule breaks.  Organized examination days may be counted as instructional days. 
  2. Laboratory credit is awarded at a rate not to exceed one-half the instructional rate.  One semester-hour of credit is awarded for completion of a laboratory meeting a minimum of 1600 minutes (for example, 100 minutes per week for sixteen weeks).
  3. Instruction offered through a combination of class and laboratory meetings would observe the standards set forth above on a pro rata basis. 
  4. Clinical and internship credit is awarded in compliance with the individual program's approved accreditation standards. List of OU Health Campus College Accreditations.
  5. The College of Medicine clock hour is awarded at the rate one-clock hour equals a minimum of 50 minutes of facilitated instruction time (including independent study activities). This approach is consistent with common medical school practices and is compliant with accreditation standards.
  6. Block or alternative course schedules may occur within the dates set forth for a semester or summer session.  Courses offered during academic terms shorter than a semester will observe the same academic standards involving instructional hours per semester-credit-hour as those courses offered during a standard academic calendar.
